Reviewer Guidelines

Two reviewers are assigned to examine each manuscript. If possible, one of the reviewers shall be affiliated with a foreign institution. The paper is delivered to the reviewers with no author names disclosed, and reviewers’ names are not disclosed to authors either; in other cases the reviewer is obliged to submit a declaration of no conflict of interests between him or her and the author(s). A review is to be in writing and provide an unambiguous conclusion as to whether the paper should be accepted or rejected. The paper is considered qualified if it receives two positive reviews. If one or both original reviews are not positive, the manuscript can be returned to its author(s) for corrections, and then it is again subject to review.
